I have 2 infernal perma camos and now I have a New Year perma camo. I'm having trouble figuring out which Tech Tree ship to put them on. All the TT T8s and T9s I've unlocked aren't worth keeping (except Cleve but I already got the 'merica camo for it). Thanks!
Also already have a perma camo for the Bismarck too.

Fletcher and Kitakaze for sure - those are the only T9's I've kept (T9 premium cruisers and BBs are just so much better than tech tree IMO.
For T8 - hmm, I like Akizuki and North Carolina (Mass and Bama just can't compare in gun accuracy).

Baltimore. Probably the best tier 8 CA. Decent agility, 9 guns with decent firing angles, super heavy shells with improved autobounce angles, and radar.
