I'm working on my Mino captain. Right now I have PreventiveMaintnance, ExpertMarksman, LastStand, Superintendent, and ConsealmentExpert.
I've been saving up for Radio Location to help hunt DDs but I looked it up and they're saying it's a waste of points.
So should I get Basics of Surviabilty or Survivabilty Expert or something else? If I got a 3 point skill I'd use the remaining 4 pts on Adrenaline Rush and Smoke screen expert. Thanks.

I've heard mixed things about RPF. Either you love it or hate it, there is no middle ground.
The information it gives can be really powerful, but 4 points is a lot to give up, especially since every ship RPF is useful on NEEDS CE.
That being said, I'm highly considering RPF on the Italian cruiser line, since IFHE is useless on them. And depending on how IFHE is nerfed (if it does get nerfed), I may run it on my d'Aosta captain.

I have been a scrub and equipped it on a few of my BB commanders for now. It has been remarkably useful for identifying which direction the invisible enemy DD will be invisitorping me, when I am inevitably left without support or a screen. It gives you that extra info on the direction that the torps will likely be coming from, and it has caused much frustration for the enemy captains who believe they have found easy prey. It is useful for identifying an island ambush as well, and allowing you to somewhat mitigate the danger, since an enemy ship would be detected by it prior to you coming around the island.
Having said that, during the normal course of the game I find it's points are usually better spent on other skills for the most part, as it only shows the closest enemy ship, so if any enemy happens to be closer, or at extreme ranges, its not all that useful.

I decided more health would be better in the long run. Definitely getting Adrenaline Rush next. While I build up the raiming 2 pts I'll decide between smoke generater expert or the two 1 point skills that let you know how many reds have spotted you and the one that lets you know when youve been shot at.
I will be putting radio location on my Japanese DD captain, maybe some others now that I understand it.

Situational awareness skill, or whatever the one is that tells you how many ships are aiming at you, is extremely useful no matter your skill level. Its a great reminder when to go dark, when you can safely come about to retreat, or when an enemy DD is taking a bearing on your ship for a torpedo attack.
I have it as the first skill on almost every ship in my fleet.

RPF is really, really good on some ships and some situations. For example - in competitive/clan battles you need it. It's also really good on Gearing where you have long range torps that can hit everything; while it's mediocre at best on Asashio (because your torps can rarely damage what is closest to you).
I don't use RPF on my Mino (because I play smoke Mino) - but I do use RPF on my DM (helps to point radar in the right direction) and Gearing.

I find RPF is really good on most DDs, particularly Soviet, which have garbage detection even with CE. (Issue is that they really benefit from AFT, so it is personal preference. ) It also allows you to torp in that area, and keeps you from getting jumped. Not sure I'd run it on a cruiser given there are so many other skills they can use at the 2- and 3-point levels that are just plain more useful. Your mileage may vary, offer not valid in all areas, consult a doctor if flooding lasts more than 4 hours etc. etc. etc.

Its pretty handy on certain ships. Dd's in smoke can target enemies who are unspotted, and BB's can detect the direction of a stealthed DD trying to sneak attack it. I just wouldn't really have it as my first tier 4 skill usually
