So, IFHE improves the armour penetration of HE shells by 30%.
How does it apply this number? Does it take their existing penetration and just boost it to 130% - or, since (almost) all HE shells have penetration equal to 1/6 their calibre, does it assign a new penetration value equal to 130% of its gun calibre?
As an example, the British 120mm gun has armour penetration of 19mm. Boost this by 30% gets you to 24.6%, but as the game always rounds down, this is 24mm penetration. Even Jervis is unable to overmatch the bows of many BBs in its tier spread at 25, 26mm. However, if the numbers worked the other way and its penetration value were based on 120mm+30% (156/6), this would get it exactly 26mm penetration, giving British DDs good performance against BBs.
Note also that 120/6, for its base performance, should give it 20mm penetration. It has been assigned 19mm because reasons.

I thought it rounded up...?
I also thought it went from 1/6th base pen to 1/4, meaning 120 can pen 26 mm with IFHE.
But I suck at maths so am probably wrong tbh.
