Scam attempt?

So recently I had a Namibian guy follow me on Instagram. He sent a message saying "hello", I responded with the same. It started out nice and he struck me as someone who just wanted to chat and see what the otherside of the world was like. Nah, he ended up telling me he needed help. He quickly went from "send a bag of rice" to "send me money on this money exchange". Now I started getting curious, and googling Namibia food banks. I couldn't find any place to sign up or register for food or even an address to give him. I did send him the links and politly told him I couldn't send money. He started to plead and beg.


I grew up poor and now I'm buying my own house. At one point I was living out of my van, but I didn't give up. I may not be living in Africa but I do know anybody can take charge of their own situtation and make a change. So when he asked what was in my heart, I told him. 

I'd really like to ask all the charities in Africa where the money is going though. I think I should have found some kind of contact info in my searches. Could my IP address be the reason I wasn't getting contact info on charities? How do people know where to go to get the free food? Why wasn't it in any of the news articles I found? I don't know why I'm posting this, didn't bother on FB becuase I figured I'd get roasted.
