Decided it get it before the split. Do you guys have any tips regarding playstyle, upgrades, captain skills etc? I've got a 10 point captain ready for her.

Cleveland has very high/lazy shell arcs, so you're going to have to get used to those. But, you can shoot over islands quite easily. The AA is also incredibly strong for the tier.
I'd go PT, AR, DE, IFHE, then CE. CE is "technically" better than IFHE first...but I'm almost always shooting in the Cleveland, so I'm spotted anyway. You could do EM instead of AR if you find the turret traverse to be too bad.
Also, buy the perm camo - that way when it's bumped to T8 you have the perm camo for 1/3 the price.

My guess was a month or so after the French BB's arrive...so I'd speculate around 2 months from now. That sucks, might be pushing my luck with earning the Cleveland by then. Most nights I'm getting 40 mins playtime 4 nights a week. I do have 75kish in free XP, but trying to save as much of that as I can.

I'd recommend Expert Marksman first over Adrenaline Rush. Cleveland's turrets rotate slowly, and refuse to stay on target under hard maneuvers.

Are they introducing light cruisers for the split? Yes. Cleveland moves to tier 8 in the CL line. The current tier 7-9 CAs all drop a tier. A new tier 9 CA will be added, and a CL line will split off from Omaha all the way to Tier 10.

I'd recommend Expert Marksman first over Adrenaline Rush. Cleveland's turrets rotate slowly, and refuse to stay on target under hard maneuvers. Weirdly, the US CA turrets don't seem to rotate much slower (often the same speed) as the Brit CLs, and it's not often you see Brit CLs with the recommendation to fit Expert Marksman - it's only a 10% boost. I'm sure #EveryLittleHelps, but it doesn't seem worth much. If more of the French cruisers fitted 139mm guns then Expert Marksman would be hilarious, but so far as I can work out, it's literally just the Friant and the Bougainville. Jurien has those weird 164mm guns and the rest of the French cruisers have 155/152mm guns.

My Cleveland captain has Priority Target, Expert Marksman, then both Basic and Advanced Fire Training for maximum middle fingers to carriers. Not sure IFHE is worth it compared to being a no fly zone -- getting fires at range is the Cleveland's bread and butter, especially when parking behind an island. You just rain a never ending storm of shells on the reds. Oh, and use AP when someone is close gives you broadside. It's hilarious.

My full 19 point build on Cleveland (also Atlanta captain) is PT, PM, AR, DE, CE, IFHE, AFT. Still have 7.2km AA range and while BFT is a bonus...they both already shred planes and I just run the AA flag on them to make up for BFT. I liked EM - but the reload with AR is just too good to pass up. Plus I play Atl more than Cleve and don't need EM on Atl. I think IFHE is crucial to being able to do raw damage and not rely solely on fires - but it's really player preference.

They moved up the due date for the baby by 2 weeks( 3rd or 4th week of April) so I'm hoping to grind as close as I can to it, at least Omaha and free XP the rest. Have enough to free XP now but I'm trying to save as much of that as I can.

Even if you free XP the Cleveland - I'd wait until the last possible day or so to do it. That way you save as much free XP as possible.

I mean, I understand the mechanics of it -- what I don't know is on what ships it will be effective. For the Cleveland, for example: does it face BBs with enough armor for it to be worth it? I honestly have no idea! I thought, however, that it's not needed on higher-tier U.S. cruisers, as the 152 mm still won't be able to pen some IX and Xs with it. Is that incorrect? With the free re-spec of captains due to clan wars, maybe I'll play around with it a bit.

Major Englush IFHE allows 150-155mm cruisers to pen 32mm of armor with HE (except German cruisers, they have 1/4 HE pen). That is a significant armor value as it's the bow armor of every high tier BB in the game and ships like Conq, Izumo, and the French BBs are covered in 32mm armor. You still still struggle to deal raw damage to high tier KM BBs and some decks - but it does allow you rely less on fire RNG. That's relevant, because as the ships go up in tier (along with modules and captain skills) they become more resistant to fire.

IFHE is pretty much a must have skill on all 152-155 armed cruisers you want to keep in your port. Except the British and German cruisers, of course.
