Currently on tier 3 German cruiser the Konnenburg, what is the best cruiser line that is similar to the Konnenburg as far as speed and guns ROF?

You'll be wanting light cruisers. American cruisers up to Tier 6 currently are similar.

I hear the Soviet destroyers also kinda play like cruisers -- basically, they are fast gunboats due to their torps being shit. (Though the tier III fires about eleventy bajillion every 15 seconds; only 4.5 km range, so hilarious for ambushes or close-range fights).
The U.S. cruiser line has been a lot of fun for me, even if I can't carry games in them -- I seem to repeatedly drop 60K damage in the Omaha, only to lose. Should have the Cleveland unlocked this weekend. You'd probably like the St. Louis -- the thing is one big gun.
I really liked the Japanese tier IV cruiser -- good torps and really good guns. The V is a LOT longer, however, so it's not as agile and gets his easier. The V also has torps that are limited (3 a side) but they have a 10KM range, so more denial-of-area than actual attack torps. Guns are really, REALLY good though -- AP can just wreck shit.
Brit cruisers are tough. They get the heal consumable like battleships, but only fire AP rounds. Just ... bleh. Hard pass.
