T tells you in the profile page what level you unlock certain things. When you do get clans unlocked, put in an application for the Bunker and one of the Commanders will approve it

You use Oil to purchase buildings in the clan base. Each building provides a benefit to all members of the clan.
Right now, we have a 10% silver discount on all tier 5 ships, and +3% experience earned on all japanese, american, german and british ships I believe.
These bonuses apply to all members of the clan. You earn 10 oil for the clan in each container you earn a day, as well as certain operations and daily challenges, etc.

There a few things we can buy now. We could get +3% XP on Russian, Pan Asian, or French ships. Or we could get -10% service cost reduction on DDs or Cruisers (we need more oil for BBs or CVs). The -10% basically works like the lower service cost flag and nets you more credits per game on ships of a certain type.

French, Pan-Asian and Russian discount could be nice, since I think the French BB line either just dropped or is about to drop. |

The repair cost reduction for cruisers or BB's I believe is a good selection. All players in the clan have cruisers, and most if not all have BB's.
BB's probably cost more to repair per game though, I would imagine, so the credit return would warrant an investment, but again, there are MANY more cruiser lines, and it would benefit nations who have no BB's yet as well, such as russian and french.

Are there plans for a Russian BB line? Looking on wiki, I can only see at best, tiers 2 to 8, and that even includes ex-Guilio Cesare, ex-HMS Royal Sovereign and one pre-Dreadnought.
Sovetsky Soyuz is probably more Tier IX than VIII, which would leave another hole.
