Does the red team see this on the chat screen? If so, doesn't that make tactical discussion at the begining of the match kinda pointless? Also, how do you get the quick communications like affirmative, negative, and stuff like that?

The F keys are the quick Comstock.
There's 3 chat channels. Everyone, your team, and your division. You cycle through them with the tab key. White text is everyone, green text is team, and gold text is division.

Depending on the laptop you might have to lock to function keys as well to access the quick commands.

Function keys are the standard binding or them well assuming they haven't changed the default control scheme.
