In about an hour, I will be watching the series premiere of "Designated Survivor" on ABC, and I can't wait. For our friends across the pond or in Canada, the designated survivor is a cabinet member chosen to sit out the State of the Union Address (or any gathering of all three branches of the US government) at an undisclosed location. In the event that something should happen to the President and all individuals at the gathering, barring any individual higher up the Line of Succession surviving, the DS becomes Acting President. This practice falls under the Continuity of Government/Operations. Shows like this intrigue me because I am interested in both how people respond to and carry on after a calamity (like in the US television show and graphic novels Jericho) and/or how a possible rebuilding of the government woul proceed (like this show would do). But I am always curious about the COG/COOP of other countries, specifically Canada and United Kingdom, our closest allies. But I never know much about them and am always curious about the specifics, such as the question that follows: In the UK, if Parliament and the Prime Minister are killed or incapacitated, does the Queen have the authority to suspend the Constitutional Monarchy form of government and take complete control, and if so, does she hold onto power until a new Parliament and Prime Minister is elected or will it be for life? (Note: This question will almost become a moot point due to the renovations at Westminster and the relocation of the House of Lords/Commons to different locales during said renovations. [Gotta keep up with UK politics, especially in the event I become leader of UK's closest ally. ]) So I thought I would throw this out there. UK COG plans are, as far as I'm aware, to evacuate the cabinet at the earliest sign of nuclear attack, to one of their nuclear bunkers out in the countryside. There's a few big ones. The Queen, everyone assumes, would probably survive. Either evacuated to a castle in Scotland at the first vague sign of nuclear attack, or into a big nuclear bunker under one of her palaces, since I assume there is one. In the aftermath the central government doesn't expect to do much, because in the event of nuclear attack command is passed down to local area controllers, who basically have a little disaster control bunker with their committee. Every county and city is supposed to have one, I don't know if they still do, it was scaled back in the 90s. Anyway, they exercise pretty much total control over their area. The police and armed forces fall under their command, and it's their job to sort out their area. They've got officers on their committee for food, medical care, housing, all that sort of thing. Then they pretty much just run their little area independently until communications can be reestablished with central government (if they're still alive) and sort out a big plan. I think there's also slightly larger authorities somewhere between the area controllers and the government, who control everything happening in a large area. They have a big bunker that has literally everything. Armoury, RAF fighter control, home office, communications, their own switchboard, hospital and representatives of every government body, armed force and emergency service. The Commons and Lords would probably be adjourned indefinitely until it can be reestablished, as we can expect parliament to be wiped out and most of the Lords and MPs killed. The role of the Queen (or King, if she was killed) would probably be bigger than usual, as a national figurehead and whatnot, and she could theoretically take over the government and rule autocratically, since a nuclear attack is an anything goes situation, but the Prime Minister would probably take over total rule on behalf of the crown, as he usually does anyway (without the total part). Naturally elections would be cancelled indefinitely as well. Also all food and petrol supplies come under the control of the armed forces, as do airports, railways, roads and ports. Basically you're looking at martial law under an area controller with central government just trying to reestablish comms to do the wider rebuilding afterwards. It's also possible that policemen and firemen would be armed. There's a famous TV movie, called Threads, that was about a nuclear attack on Britain. Being very pessimistic, it had even traffic wardens being armed to help keep order.

As far as I'm aware, the Queen is just a figurehead,and doesn't influence government business, but I'm guessing people would look to her for answers if something like that actually happened in Britain. She is very well known, and it would be advantageous for her to assume the role of head of Government in time of crisis, as it's always better to put a face to whomever is in charge. It would put the regular person's mind at ease knowing exactly who is in charge of the situation. I really like the premise of that show, and it sounds like something I would watch.

It would put the regular person's mind at ease knowing exactly who is in charge of the situation. I really like the premise of that show, and it sounds like something I would watch. I believe the Queen has the power to dissolve a parliament, but I don't know if she can do that and then just take over herself. At least not in any normal situation, I don't think anyone would be that bothered in a massive attack on the country about constitutional breaches.

My question was more along the lines of if an attack (again, not nuclear) were to wipe out Parliament. I should think that the country just uses the same thing in place for a nuclear attack; control would be taken over by regional controllers. Of course the place could function pretty normally if the attack was just a single strike, but I would expect that any attack that wiped out parliament would be part of a massive attack on the country, in which case the same thing would happen as in a nuclear strike scenario.
