I have read numerous reports that it's the fastest skill to train (but obviously doesn't provide a benefit while training as repairs/camo does). I am training it as my 7th skill on my Hellcat to see if that's true. As best I can make out, it's not a great skill to keep - but good to train then swap to what you really want.

If I understand you correctly , you train it because you can gain it quickly, then swap it out for a different skill and then train it again and when your done you swap it for another skill, and continue to do this to gain other skills faster?

Yes. That's exactly right.
Either on Reddit or the official forums (don't remember which) someone ran the numbers on keeping Mentor - proved it wasn't worth it for that...but for training then swapping, it was - as long as you were training a skill in which you really wanted the bonus while training (again, like camo or repairs). Because of that...seems like most don't train mentor until the 4th skill or later.

It ends up saving like 4.3% vs another skill if you train then swap, or something there about. Not a huge bonus, but over half a dozen skills or so it helps.

Mentor works best if you train it as one of your first 4 skills, then trade it out after you research all the skills you want. There is no right answer though. You will never be ahead while you have mentor until you switch it out.

I used to train Mentor first then switch it out for 6th Sense, then I'd wait until the 5th skill to train it again. But now I don't spend money I train it as the 5th skill only, any one got any advice on if this is a good thing to do?

Man is this hotly debated .
Yes you are always a skill behind , but mentor is like money in the bank .
It costs the same as any other skill , but gives you a boost to points earned ( interest ) the sooner you get it the more you earn. BiA also increases the effect . training and trading it every skill just costs gold .
Skills work Ruffly 100K each for the first 4 Then double every 4 after 200k 5-8 400k 9-12 . You see where I'm going ?
The longer you wait to trade the better the value . If you wait til skill/perk 13 A skill you would have to grind 800k crew skill points is gained instantly . But you lose your 10% interest after that . Wich at this point is pretty much the difference between 4 ever or 4 ever and a day . If you wait til 17 a skill you got for 100k trades out at 1.6 mil. At 21 it trades at 3.5 mil , but honestly at this point , what is left ? Swimming lessons ?
I also never trade skills for skills but skills for perks . Skills add benifit from 1% perks have to be at 100% to work .
In the end it's all opinion . Hope this helps .
