The flooding changes are a nerf to DDs, but not a huge one I think. In my experience, most of the damage from torps comes from the initial alpha strike, not the flooding.

Radar nerf is bittersweet for me. As a cruiser main, don't like it. As someone who wants to play more DDs, love it.

If a person has used their Damage control party and its stuck on cooldown, flooding does a percentage based damage, so flooding BB's, or Soviet "Supercruisers" take a large actual number of hitpoints in damage, much like fire. Its that uncommon in DDs to get over 30,000 dmg in floods. I have definitely taken a LOT of flooding damage in my games with BB's. You cant dodge em all, and boy does it hurt if someone stacks multiple fires, you use your DCP, and you catch a couple of torps from some sneaky bastard who aimed at your general area 30 seconds previously.
