It needs a buff. It needs better dispersion and higher damage per shell. Maybe a british Repair Party, like the one on nelson.
That would make it at least somewhat competative

Noice! One right after another! Is it consistantly like that though? Yes. It has AP normalization similar to the high tier USN CAs. If you show any broadside it will punish. Also has no problem getting cits on BBs at 15km+. |

I think it also needs some 68 knot 12km torps, say 8 per side, with a 35 sec reload. You know, Soviet balanced...
