When you move a captain from one tech tree ship to another there are 3 options for re-training. If you choose either the the free or 50% option then the skills are partly effective until fully retrained (same as WoT) But it seems like this is not the case if you move a partly retrained to a premium ship. Skills seem to run at 100% efficiency. (I'm only going by the fact that fully trained skills show as white and partly retrained show as orange) Can anyone confirm?

I have no idea, but it would make sense. It would make premium ships much more effective for captain training.

Premium ships don't give the same penalty as a tech tree ship. I am 99% sure that any commander put into a premium will have 100% of the skills regardless of training level.
Once you get any 19 pt captain you will begin to earn Elite Captain XP - which can be used to accelerate retraining or to accelerate to the next skill point.

Thought that was the case. Makes retraining far easier, as well as making premiums even more useful.
