Am i weird for preferring the De Grasse? I've only got a handful of battles in the Cleveland but she seems more situational to me, she has better AA, but other than that i'm struggling to find anything else she does better. De grasse has an extra 2km range, which is a hefty advantage, can also fire over islands, has good HE and rof, she has pretty troll armour and speed boost to get out of a bad situation plus she gets torps. Am i doing something wrong with Cleveland? She has alot of hype but other than AA De Grasse just seems better to me, so far at least.

De Grasse has speed, turret rotation, range and shell velocity going for it.
On the other hand - the Cleveland has 1 extra turret for 12 total guns. Along with a faster rate of fire. If you can learn the lead of the slower shells, the Cleveland has a much higher DPM potential. It can also hide behind islands and shoot over when most other ships would just splatter the terrain with explosions.
I love the Cleveland, and a Cleveland that is ignored will cause big problems. But it's certainly not the only good T6 cruiser. De Grasse is a solid 2nd for me.

When I play the Cleve I play as a BB support. I try to stay close amd provided AA support and kill any DD close by. I miss having torps though.

Do you have concealment expert? Seriously asking, that would influence my answer.

I don't atm, i think i have AFT in that slot, should i switch it? AFT is a very useful skill for USN cruisers - BUT I don't think it should be the first one. For the first 10 points I would go PT, AR (or EM if the turret traverse really bugs you), DE, and CE or IFHE (I prefer IFHE first, but CE is smarter). At 14 points pick up either CE of IFHE, at 18 go AFT, and 19 go PM. After respecing several times, this is my favorite Cleveland/Atlanta captain. If you have no intention of keeping the Cleveland or buying an Atlanta you can skip IFHE completely since it's useless on T7-T10 USN CAs. When the line split comes out in the next few months IFHE will be useful on the CLs. As for how to play, if you know there's a ship to shoot at, turn around just because you get detected and kite away firing behind you and wiggling between shots. You can adjust your speed to keep them in range, and most people don't lead correctly for a ship going at 1/2 speed anyway. Same with contesting a cap circle, if it's near cover turn around and back into the cap circle and/or back out of cover to fire. You can accelerate much faster than you can reverse...so you use reverse to peek and accelerate to GTFO. I usually try to play so that there are only 1 or 2 angles I can get shot from, so basically don't rush into the middle of the map and then have to deal with fire from 3 sides. Hope that made sense. The Cleveland is actually quite difficult to reliably citadel, so while it's often the victim of focus fire, you have better survivability than you think.
