Is this a feature the site has the capacity to use? Because if so, I'd be all about it. Sometimes there isn't a post you can quote from a person as a means to alert them you're directing a post towards them. Being able to tag someone with the "@" symbol would be huge.

You can do it. You type @ and then their username with no spaces.
Note, usernames are different from display names. The username is what they use to log in with, display name is how they show next to their posts. You can find out people's usernames on their profile, or by using the members link up at the top of the forum.
The reason you have to use the username, rather than the display name, is that the username can't be changed but links to the display name (which can be changed) so if people change their display name the tag will update to the new display name.

At the very least, the tagging system isn't very intuitive to me. I'm trying to tag you, for instance (not like THAT), and it just isn't working.

It's a good idea but you can't have spaces in your username and some people like that they can in their display name, so it matches their gt. For instance my username is admin, by default, because I set the forum up. I can't change my username and i'd rather not have my display name as admin lol. Alot of peoples usernames (but not everyones) are their GT's without spaces anyway.

Would it be possible to make it our @"Displayname" would be alot easier and better plus the fact 99% of us use our PSN or Gamertag as our name. Violet Viper x violet is the only one i will probably ever remember.

The reason it uses username instead of display is because you can change your display name but not your user. Where I tagged snowshoes above, if he was to change his display name, it would update to his new one.
